THE DEVELOPMENT OF HOME-START

The first Home-Start scheme was established in Leicester, England in 1973. Now similar schemes exist or are being developed throughout the world. Home-Start began in Australia (Newcastle) at the Family Action Centre in 1989 and in 2007 there are 26 centers operating in New South Wales and 1 in Victoria. In Other States and Territories in Australia, there are many community groups who have enquired about the model and are interested in establishing Home-Start in their local areas. It would seem that parents everywhere experience similar problems when caring for young children.

There may be some differences between individual Home-Start schemes to meet local needs, but all share the same Constitution and common features:

bulletthey all focus on families with at least one child under the age of five
bulletthey all have a team of volunteers who have had parenting experience themselves
bulletthey have a multi-disciplinary Management Committee/Advisory Group thus ensuring close links with other government and non government agencies working with young families in the community
bulleteach has at least one paid Coordinator to run the scheme.
bulletmeticulous attention is paid to the careful recruitment, preparation, linking and support of the Home-Start volunteers.
